About your situation, a former Developper wiped a lot of accounts in 2017, and yours was one of them. For that, we sincerely apologize for the situation. There is nothing that can be done now. Here is what you can do : - Create a new account - Keep playing on this account - Ask us to reset this account and make a fresh start Consider that every player is allowed to own until 4 accounts. Normally, Riolu should evolve if you have maximum Happiness, during Daytime. Let's try to solve your problems! Would you faint your pokemon again? To make the Happiness decreases. Then you will bring your pokemon to the Groomers. They can be found : - in Kanto, in Cerulean City House 5 - in Johto, in the Goldenrod Underground Path - In Hoenn, on the outdoor market of Slaleport - In Sinnoh, in Hearthome City You are going to use the Groomers to raise happiness again. Don't forget to do it during daytime for Riolu! Please, try this and let me know if that works! Kind regards RockyRaccoon

I made the calculation for all the Bagons you submitted, including the "epic Bagon" you quoted, and you gave 718 IVs to the Mysterious Cultist. As 0.5% required 744 IVs given to the Mysterious Cultist, you didn't meet the requirements for the Bagon World Quest. You can understand that I must deny your request to get the Mysterious Ticket, as you didn't reach the World Quest requirements. Concerning having back your Bagon, because restoring it won't affect the result to your World Quest, I have sent a request to restore it. Kind regards RockyRaccoon
