I completely disagree, other games have similar systems to this and they are complete failures. It can easily be abused by players who gang up on a certain user. I think, currently, PRO has a great system for reporting players and the staff do a great job at dealing with it.

You need to gain at least 1 exp to level up the Pokemon. Put the Pokemon in the lead slot then swap it out. This should give it the exp it needs to level up.

Could be a ghost queue. This mean you are in the queue but you cant see it. Restarting the client a few times should fix it, however it can take up to 5 restarts.

As far as I know staff can't help you by giving you another chance as if they did they would have to help everyone else who has previously had this issue. To avoid it in the future, if you open your bag every 30 minutes or so and this should never happen again. Hopefully in the future there will be a some way to catch Celebi again.

PRO is an MMO which means it is much more difficult than the classic hand-held games. The exp share would make the game far too easy. People being able to level their Pokemon faster would have negative effects on the market and overall would make the game less enjoyable. It's been suggested a lot too and every time it has been turned down.

Make sure you close the client completely when you relog. Hopefully this can fix your issue.

What message are you receiving when trying to log in? Try closing and reopening the client. If that doesn't work you might have to reinstall it.

The rules differ from tournament to tournament. Some player ran tournaments ban certain moves/ strats, but in regular PvP the only rule is to not use and abuse broken moves and abilities.
