Psyduck NPC is obviously the best choice.

This will always be a controversial topic with PRO pvp. Players can make points on it being unfair, and staff/other players could make an argument that they've worked for their rewards, and should be able to use them in PVP. I personally don't see this going anywhere since this has been brought up before.

If you skip the evolution you will be able to evolve him after. After every level up it will prompt you with the option to Evolve, or not.

Hey JayK, there is no tutor for Surf. Once you've beat Victor make your way up to the safari. As stated in TMs & Movev Tutors. Make your way there and you should be able to teach your Pikachu the Surf HM once you obtain it. Please quote me if you have any other issues! Good luck!
