If you have done those and Rey still wont give a bell, then you need a staff/scripter's help. hmm well uhm here's my case: -After I talk to Rey I preceded into bell tower and found the 3 dogs running in circle. -After interacting to them they split up and flee. So i talked to Rey again and after it I haunted those dogs and beat them (even tho I already have their datas). -After that I talked to Rey and he gave me a bell.

I use Imgur , it'll also give u share links of your uploaded images automatically coded for certain sites. Like, [img=i.imgur.com/qwerty.png]

iirc you dont have to battle the dogs to get their datas for celebi long time ago, how about you try to find and battle the dogs for now. Rey will give you bell once you defeat the dogs. I was also confused why Rey didnt accepted my dex of dogs (got it long time ago) until I battled the dogs. Oh and I didnt even took my celebi yet because my evo count is currently at 101.

Theres nothing you can do, neither is the staffs, its the player's error. iirc moonblast is clef's prio evo move. Theres no way for fable to learn it.

I don't exactly know why Shane is taking long to code those abilities and moves where it should be the priority. But I think it all goes to the (messed up?) source code of the game?, Shane might have hard time finding a way for a certain ability/move/feature to work due to it. imo, well as what rumors popping, PRO will only last a year or so. A 2.0 will be release and this one will be discarded(I actually hope none of it will happen), so i think it doesn't matter anyway.
