Hey [mention]Mushrambo[/mention], we are going by the official abilities provided by the pokemon games, not the anime. Just because Mew is levitating doesn't grant it the ability Levitate. Many non-flying type pokes have wings/levitate but have various different abilities, eg: Volcarona, Diancie, Magnzone, etc - which completely disregards Mew needing that ability.
