Honestly, Pokestops just give you 2 items randomly in a pool of multiple newbie friendly items (such as Pokeballs, Superballs, Potions, etc).
The best items they can give you is Rare Candies. At low levels this literally is irrelevant and they're only useful to be sold in Trade Chat.

I don't understand why there should even be a badge requirement for these. Why would you restrict players until the 4th Kanto Badge or 8th Johto Badge to speak to a NPC with a 36 hour cooldown that just gives you 2 Pokeballs most of the time? They're supposed to help newbies but the requirements are restrictive as hell. You can literally pay for 2 Pokeballs just with a few wild encounters anyway. The badge restriction over 7 years into the game is honestly pointless.
