Hello there @Pandazion This is not a bug and is indeed, an intended mechanic. Annihilape does learn Drain Punch, but only via the TM and not from a tutor. The TM Drain Punch can be purchased from Veilstone Gym for 8000 Pokedollars. If you have any other questions, please let me know. Houndstone
