Why are you talking about Seafoam then?

The Articuno at Seafoam Islands doesnt have to do anything with the Legendary Bird Trio quest. It just can be encountered once for the seen-data at your pokedex and you cant catch it. If you are talking about the Legendary Bird Trio quest make sure to check the link I provided you like I suggested.

Did you try my explained process already? You can go back the Island with Articuno by talking the Slowking at Shamouti Island, then search the whole island for Articuno. It can be in different locations of the island now so search ahead.

Its unlikely a bug. It runs from you if you dont have a pokemon with the ability Shadow Tag in your party. If you dont have one in your party make sure to get one first before interacting with the Articuno. You can talk to the Slowking at Shamouti Island to go back, once you left.

Thats not the Cerulean Cave then. I guess you are trying to enter a cave on Route 25? The cave you are trying to enter is either for the Entei Guardian or an un-used one. To find the Cerulean Cave simply go west from Cerulean City to reach Route 4, from there simply move to the top-right corner and surf to the east.

What is stopping you from entering the Cerulean Cave exactly? If there is an NPC in front of the entrance what does he tell you?
