Hey, I would suggest to revert the change about losing money on logging-out during a PvE battle or give a further explanation regarding unstable servers (server crashes). I understand that this way escape ropes are a better money sink but as long as server crashes are an option I dont think this change is a good one.

That command doesnt work like that. If you battle player A and use the command after the battle you wont find him again (unless the queue is empty) but if you battle player B after that you can find player A again. The command doesnt avoid a player forever but just for the next battle.

To evolve Sliggoo you have to be on a map with rainy weather on it. Since your Sliggoo is level 100 now you have to use a mysterious candy to evolve it since a mysterious candy will evolve a pokemon at level 100 as long as you meet the requirements for that evolution (Rainy Weather on the map for Sliggoo). What pokemon did you try to disable with your Mega-Banette? Maybe you are able to provide some screenshots of the battle-logs as well? Would be easier to understand the issue that way.
