Its not a bug. The NPC called Buck takes all your rare candies and master balls until you beat a part of the Heatran quest.

It was banned because it was judged as tot versitale for bosses.

Can you send a screenshot of it? Also did you double-check on the other two things? Those are most likely the things you missed on accident.

Can you check if you talked to the Golem after defeating the Mega-Charizard-X boss in the mountain maze and can you check if you interacted with the rock in the back-room of the underwater area? Also you should be able to go back to the forest master by interacting with the treestump with mushrooms on it.
