Unfortunately there is no way to recover the move for free, but there is an option, there is a npc calles move relearner that you can re-learn moves that you couldnt learn to the pokemon, in kanto you can find it in cerulean city and saffron city. The username of your forum account always will be the same as your IN-GAME name, so if you change your in-game name your name in forums would be changed too. I have deleveled your Riolu to level 98, to your pokemon evolve succesfully please, let it die to decrease his happiness and then log out for a couple seconds, then log in revive it in the pokecenter and reach the max happiness again, remember that Riolu needs to be in Day time to evolve.
