Fist thing at saffon, it is not a bug, it is the power of sarbina... story by the way. Second, waterfall not in game yet (will in hoen), and you cannot go down as it purpose.

If you say about NPC in mt.silver. You will need to wait cooldown before can beat again. The cooldown around 24 hours. Hope it can help you. I refer to the fight with jackson on 2nd floor. Walking don't increase happy in PRO. Increase happy by battle +1 and level up + 5. Type /happy 1-6 for checking You can relearned move at cerulean and safforn city.
