Yeah, I mean when it failed ("like when you stole successfully"). Like when you used hyper voice on voltorb and the game said that it failed because of soundproof. Sounds valid. Mind setting up a suggestion? We're always looking forward to reading well pointed ideas. ~ Moved to proper forum ~

You'll need to go to Route 16 in order to unlock the subway system. You also get HM Fly that way.

Greetings, Route 16 is available via bike only in order to tribute those players who spent lots of effort in grinding 75K. It's a bike route after all.

You can fix that issue by using other type moves, like Psychic for instance. You don't need to necessarily beat Red either. Many people faced that problem, it's related to Snorlax' moveset. You can set up a suggestion for an alternate moveset for Red's Snorlax if you feel like adressing the issue. We're always looking forward to reading well pointed suggestions. Best regards.
