Please update this beacause after i talk jennie. I cant see the next person in feont of pokemon center

Requirement must have been lowered, I'm only 230 hrs of playtime and able to start the quest.

Do the scyther and electabuzz have to be caught after the quest start, or can I prepare them during the story?

 I have defeated all 3 team rocket members on Pinckan Island but I can;t enter Pinkan Clif. Is there abug or something?

In my case, after beating butch and cassidy, i must talked with rhyhorn from below, not from the side, to trigger the dialogue and advance to next step. 

Hope this little detail can help anyone who didnt finish it yet.
