I do not play PvP continuously and I have won several times to pokemon of the staff without some type of problem. That game now give you advantage only when you boting for good pvp pokes so why staff should have it too? I think change in spawnrate or boost for your pokemons iv will be great and then leave staff pokes, but now? no thanks...
