It is not a bug, to be able to get Manaphy, you will require these requirements: -Being Hoenn champ - Have full seen data of Sinnoh pokedex. And from what I see, you still missing some Sinnoh pokemon data, to be able to start the quest you will need to get their data. More informations can be found there !
