If you have completed Kanto and Johto regions you can unlock Pinkan. With those 2 regions and Pinkan Island access you can make a strong bossing team, each boss when beaten nets you between 10k and up to 125k (BattleBot which requires membership), which in my personal opinion makes Officer Jenny rewards look like chump change in comparison. The Officer Jenny bounties are just there to help beginners in the first region to find their feet, adding more could be seen as an expansion on content, but could lead to a crippling crutch as new user would become depended on the "big rewards" from Bounties instead of adapting to the grind needed for endgame play.
