You dont need max happiness for that quest. The problem is that you probably didnt show the bulbasaur first. You need to show a bulbasaur first and train it after that. From what I know you have no other choice but to catch another bulbasaur.

Pretty sure naive doesnt work for for Charmander on that quest. Adamant, Jolly, Modest, Timid and Impish are the correct natures iirc. Bulbasaur probably doesnt work because you already showed him a Bulbasaur and even the Venusaur after that, thats only my assumption though.

-1 While I understand why you would want something like this, I still think its not a good idea. Buying TMs and teaching moves serves as a decent money sink which is good for the economy. In my opinion having to hunt/buy more than one of the same pokemon to have multiple movesets keeps the game more active as there is more stuff you have to do.

Mantine can only learn confuse ray in Gen8, PRO uses Gen7 data so it unable to learn it.
