The new season always starts right after the maintenance that ends the season. So the new season started like 36 hours ago.

As many people probably already know the walkway to the Johto Safari Zone can be incredibly frustrating because of multiple caves, ladders and fields of grass. The way itself is also very long compared to the other Safari zones which are very easy to access. Thats why I want to suggest a digway from Cianwood City to the Safari zone in Johto.

You are most likely mute banned. You can check on the dashboard if you are.

All pokemon will be locked until you beat all gyms in Johto. After you beat all gyms you can use your pokemon again to beat the Elite 4.

If you did those 17 bosses in one run yes most likely. I never had problems with my boss runs so far.

You probably did 3 bosses some time earlier so the cooldown is off for 3 but not for the other 17 as you probably did them later as the other 3 bosses.

The Defog tutor is in Violet City in the school building.

+1 to the general idea. If you have a transit pass the NPC should just stand beside the entrance. Just like the Safari Guards stand next to the entrance when you have a Safari-Pass.
