  4. Hello there! My apologies for the inconvenience. I would like to inform you that you can you are able to learn moonblast on the bellossom without having to de-evolve it (which we cannot do). First, you're going to need to go to the daycare, this is present at 4 spots. 1 : Below Cerulean City. 2 : Below Goldenrod City. 3 : West of Mauville City. 4 : At Floaroma City. To open the daycares, you need to be Johto Champion and beat a boss named Naero inside the Cerulean Cave, however, you could also ask a friend/trade chat for someone to teach it for you, incase you can give the money. You can trade only after 4 badges, so its best that you continue with your story without moonblast as its difficult to learn the move here after. I'm sorry about it and hope you understand.   6. Hello there! My apologies for the inconvenience. First, I would like to ask you to disable your firewall or add pokemon revolution online as an exception. If that doesn't work try running it as administration. If non of those work, I would suggest doing a clean installation, which means you have to delete all PRO related files including APKs/compressed files and then reinstall the game using the DOWNLOADS. To do so, please delete all the files of the game (including compressed/APKs) and clear your cache (if mobile) and then reinstall the game from DOWNLOADS and try again. You can get magikarp and then evolve it into gyarados, to do that, you can surf or use the old rod at route 4,10,11 etc. All the spawns will be in your pokedex as soon as you have seen the pokemon.   17. Hello there! I apologize for the inconvenience. As mentioned above by bhimoso, you would need to train your gengar and gyarados to higher levels as fast pokemon are very important in order to beat the E4. Also, beating the sheer power of the E4 would need you to have pokemon around the level range of 75-80. You can levelup your pokemon in the kanto victory road as he mentioned, or other spots like cinnabar mansion or seafoam island (kanto victory road being best). What is also important is your movesets, most probably the moves which are super effective will one hit knock out the Elite 4 pokemon and don't forget to get revives or hyper potions, they help a lot. you can see the guide for How To Beat Kanto E4 here.
