  11. Hello there! Unfortunately, we do not offer the ability to de-level your Pokemon. However, I'm pleased to inform you that your Sneasel can still evolve as-is. For Pokemon that have evolutionary requirements (i.e. Level up, reaching max happiness, learning a specific move, etc.), but have reached level 100, you can make use of the Mysterious Candy. As long as the conditions for its evolution are met, the Pokemon can evolve by using the candy from your inventory. For your Sneasel, you will need to use the Mysterious Candy on the Sneasel at night while it is holding a Razor Claw. You can obtain a Mysterious candy by purchasing them from any of the Department Stores for 5,000 Pokedollars each. You can also acquire them from the PvE coin shop for 2 PvE Coins, or from the PvP coin shop for 1 PvP Coin.   12. Hello there! As @Alenerickman mentioned, Cloyster learns Icicle Spear via an Egg Move. In order to teach Pokemon Egg moves, you will need to unlock the Egg Move Tutor which is inside of the Daycare Centers which are located in the following locations: Route 5, Kanto Route 34, Johto Route 117, Hoenn Solaceon Town, Sinnoh Four Island, Sevii Islands To unlock the Daycare Centers, you will need to defeat Naero in Cerulean Cave B1F.   24. Hello there! I'm sorry for the inconvenience of your Togepi not evolving. You can still make your Togepi evolve if you follow a few steps: Faint your Togepi in a wild Pokemon battle (This will make your Togepi's happiness lower from max) Revive your Togepi at a Pokemon Center and make sure it is Full HP Bring your Togepi to the Pokemon Groomers to raise its happiness again which can be found at the following locations: Cerulean City House 5, Goldenrod Underground Path, outdoor market in Slateport City, and Hearthome City. After achieving max happiness again, you should receive a prompt asking if you would like to evolve your Togepi.
