Correct. you can start again as I said you are allowed to have 4 accounts but not more than that, not with the same name of course. This is a restriction based on the fact that PRO doesn't want people to spam accounts for a better starter given they are supposed to be unique/rare. You can farm Pikachu in Viridian Forest, so if you are really that eager to play the game on this name; simply do the first few quest parts and in Viridian hunt till you have a Pikachu that you want.

"-1" and "+1" is something players do who don't want to write long texts but just wanna show their feelings towards the suggestion Your justification would mean break the stats that Gamefreak used in on of the 7 Gens and PRO won't do that given it would open the door for all kinds of stat modification suggestions. PLEASE SNORLAX 300 BASE XP; ITS SOOOO WEAK That kind of stuff, the only way your suggestion would be implemented if they update the Base XP to Gen7 which would mean what I wrote earlier -1 from me btw

He can and everyone else would as well, you are suggesting that PRO changes the Base XP; that's a legitimate suggestion but Shuckle currently has 80 Base XP, if PRO were to update the Base XP to Gen7, Shuckle would have more than double its current base XP (177) Your suggestion to make it lower wouldn't really make much sense given that would be to basically changing stats in PRO to our advantage which would literally open the door to modify all base stats for Pokemon.
