Happiness simply doesnt show on linked pokemon but its still full happiness. Thats not the problem for the quest though. You get the mega bracelet from the NPC in the vermillion library and not from Oak. Try to talk to that NPC and you should get the mega bracelet to do quests to get mega stones. Also if by "prof." you meant that NPC I am talking about, you need to get maximum EVs. Maximum EVs is 510, so you are still missing 130 EVs to be fully trained.

BMS adds 20% to the 5% chance, thats always there so its actually 25%.

Thats not how percentage chances work. You have 25% to get H.A. on each encounter and not 25% H.A. out of your total encounters.

Huntail and Gorebyss dont have spawns. You have to hunt the pre-evolution Clamperl and evolve it with Deep Sea Scale (Gorebyss) or Deep Sea Tooth (Huntail). You can check for spawns either ingame on the Pokedex or by using the #bot-commands channel on the PRO discord.
