Hello @Uxxelmon. My apologies for the inconvenience caused. Due to how waterfalls are mapped, this issue cannot be easily fixed. The waterfall counts as surfing tiles, so you will be able to encounter Pokémon on them. One way to avoid encounters, and this issue, is by using a repel before climbing a waterfall. Though you may think it is not practical, it is the only way to avoid this issue at this time. My apologies for not being able to assist you further, but I hope you can understand.

Hello @quantingnide. My apologies for the late response. You'll need to defeat Nikola boss to earn another chance at capturing Articuno. Once you defeat Nikola, Articuno will respawn at the same location where you first tried to catch it. I hope this clears up any doubts you had.
