That has nothing to do with a move being coded or not. A lot of moves can only be learned by level-up or as an egg-move for example.

Pokemon can learn moves from different sources such like level-up, move tutors, TMs, event-tutors, egg-moves, pre-evo moves. Wish is an egg-move for Umbreon, so you need to teach it with the egg-move tutor in the daycares.
