Chlorophyll Venusaur cannot have Weather Ball because Venusaur with Weather Ball was an Event Pokemon in the past which didnt have Chlorophyll.

If you beat Horon without a fainted pokemon you should get a conversation with him and he asks you if you want to attempt to tame the Rapidash. Is the Horon boss still there?

You need to defeat the Horon boss in the Dark Valley (north of Necropolis) without letting a single pokemon of you faint.

Since hidden powers are determined by the IVs of a pokemon that wouldnt make much sense.

Could it be that your move was disabled by Gengars ability? If you are choice-locked because of the Choice Scarf and try to use a disabled move you will Struggle.

The only change that was made regarding critical hits is that crits are now ignoring debuffs. This is actually how critical hits are supposed to work and it was not working correctly before that change. You could try to give it a damage-boosting item like an Expertbelt, Wise Glasses or any item that boosts Psychic moves. Try to use Cosmic Power once before attacking with Stored Power as this will boost the damage of the move Stored Power. If you dont have a damage item and it still doesnt work, try to level-up your Clefairy even higher. You can use the Golbats in the castle for that, they respawn every 5 minutes.

You dont have to be Sinnoh Champion. You said you already beat Horon twice, but did you really beat him without letting one of your pokemon faint?

If you merged your accounts and still cant login, try to reset your password and see if that works.

If you cant access silver server and already merged on the dashboard, reset your password and try to login to silver again.

You can do 20 bosses once a week. The limit resets on monday 12:00AM GMT+0. Keep in mind most bosses still have a 12 day cooldown though.
