Hi there! Thanks for the report first of all. It's known and has been reported already. The issue is that Rattata shouldn't be able to learn Scary Face at all but only Raticate through level up and when it evolves to Raticate. Kind regards, Exotyc

The issue has been fixed now. Please talk to one of the 2 Clamperls to get your items back. One is located in the southwest of Cursed Keystone Grotto and the other south from Sootopolis' Pokemon Center. Let me know if anything is missing.

Shoal Shells unfortunately don't respawn anymore. A content scripter told me that they'll maybe rework the quest and cave in the future. A different option is to create a new account and trade the Shell Bell. You also may find a person who sells the item.
