The normal Mega Gengar Clothes can be gained after you've beaten the special mode.

The issue usually only occurs when playing on mobile data. Please tell her to check if she was using WIFI or a VPN (while having mobile data enabled) at that time.

I've made a mistake on your question before. You cannot get the shiny clothes this year as it's exclusive to 2020. Some people may get the shiny clothes this year because there was a bug which happened in 2020 when they didn't get the shiny clothes.

As previously said from Unowned, you can only obtain the IV reroll ticket for completing the quest without forfeiting at any point during the quest or battling Horon, which you did, so you are not eligible to get the IV reroll ticket. However, you are still able to get another IV reroll ticket through succesfully beating Umbra in hard mode in the Battlefields. The normal mode will aquire you the Gengarite Mega Stone, the hard mode the IV reroll ticket and lastly on the special mode, you get the Mega Gengar Clothes. You can start the quest from the shrine in Unison Mountain South Summit. Since everything was said and your issue has been fixed, I will lock this thread now. You will get the Gengar clothes after beating Umbra in the special mode. Normal = Gengarite, hard = locked IV reroll, special = gengar clothes.
