There's no requirement, it's a random 1/20 chance that you have every day to trigger Mirage Island. You have to check the npc in Pacifidlog Town like shown in the post and it will tell you whether the island is active for you or not for that day. :)

Hey there Gerard29! If the Mirage Island is active for you, you can go on Route 131 like how you would go to Sky Pillar and instead, Mirage Island will be in place of the Sky Pillar. You can check whether the Island is active for you or not in Pacifidlog Town like in the post Sabo linked above. Good luck!

The mail isn't a physical item, it's a variable so you need to talk with the guard in Goldenrod City by the bike shop as shown in this Johto Walkthrough now in order to progress :)

Before a maintenance occurs, there is a warning ingame and the server goes into the locked status, right before the server shuts down. Also the maintenances and their reasons get announced in the Official PRO Discord as well sometimes. You can also check the status of the servers on this Offical Server Status Checker. As always, there is no eta for when the servers will be back up, and please be patient in the meanwhile, having maintenances are important for maintaining the health of the servers.
