No. Chansey and Blissey are two different Pokemon. Same goes for Porygon 2 and Porygon Z.

For example,Protect won't work on moves such as Bounce or fly.(if you use protect on the second turn)

(not sure about moves like dig/dive,as i never experienced it in PvP.)
