it ignores item boosts and ability boosts said in first page

for h.a. blaziken, we already had vote which people allows it to be used because of the unique pvp environment in PRO

We've had the Uber tier argument before and we hosted a vote for the community to decide whether Blaziken should be banned or not. Overall response was no.
