That not a bug. Greninja can only learn it with the TM Tutor which is located in Ecruteak City.

Once you leave the boss room the levers change again. Try to interact with the stone at the beginning of the forest area, it gives you a hint. If that doesnt help you try to interact with the mushroom on the tree stump as that helped a lot of people regarding that issue.

There is a Move-Relearner in Goldenrod City which you can use to relearn moves like Psychic in your case. To evolve it you can just level it up once more to level 31.

Shedinja usually cannot learn Swords Dance. The only way to teach it Swords Dance in the orignal games was with a glitch before the B/W games when you taught Swords Dance to Nincada upon evolving to Ninjask. It was considered a glitch on the previous original games and does not work anymore and didnt work ever in PRO from what I know.

+1, good idea and makes the task more balanced and possibly actually worth doing.

Cosmetics which are/were exclusive to an event or something similar should stay exclusive imo. Looking at the Articuno Wings especially here since I had to grind the Christmas Underground for the Xmas-currency to get those. Exclusive cosmetics are a nice reward for quests or other tasks and if they were previously obtainable through these it should not be changed since it feels unrewarding for players who grinded for these cosmetics and had them as an 'exclusive flex'.

The limitation to one account could be done in another way. Instead of receiving actual Reroll Tickets you could get the chance to reroll a legendary with an NPC as a potential reward at the 7th day. Considering the newly introduced double-reroll-system that is probably not the best way to change it but thats just an example to show that there are definitely some ways to tweak the system in a better way than it got changed to.
