I am not sure if I understand you correctly but you dont get a IV Reroll Ticket for this years quest. You actually get a Nature Reroll Ticket and you can change 2 Nature Reroll Tickets to one IV Reroll Ticket or one IV Reroll Ticket for 2 Nature Reroll Tickets at the Reroll Ticket Exchanger NPC.

You cant choose your starting region. Its always in order Kanto, Johto, Hoenn, Sinnoh. If you want to play with your friend from the start again you can simply create another account since you are allowed to own a total of 4 accounts, you can even use the same email to register another account.

Hey, there were no changes to the rewards. I guess the changes were simply made to have a better overview, people can check how far they are off the Top10 / Top 25. Its allowed to play PvP with a maximum of 2 of your owned accounts but keep in mind you are only allowed to be in ladder at one Server at the same time at the end of the season.

Its hrad to judge without the complete battle-log. Could it be your Garchomp was turned into a water type by the move Soak?

While bosses have infinite PP they still use the normal numbers of PP which is 5 or 8 for Focus Blast. If a move has less than 3 PP you cant disable it anymore.

There is no way to get the Salamencite currently. It will probably be back next year but there is no gurantee on that so far.

Hey, try to interact with the mushrooms on the tree stump. That should take you back to the area to fight the boss again.

Make sure to read the guide. You are still missing some parts most likely as it is not enough to beat the Wishiwashi, you need to collect the Orb from the rock further inside in underwater area. It is also not enough to just put pokemon of the desired weights, thats just makes you able to pass to the Underground area. There you have to get to the end of the maze and beat some pokemon in order for a Golem to give you another Orb.
