Have your Silver character reach the 4th badge to unlock the use of the mailbox, retrieve the Coin Capsule and use it. Hello @Luigilenda. My apologies for the late response. To evolve Eevee into Umbreon, you must have your Eevee reach max happiness(255) during nighttime. Night lasts from the Poketime of 20:00 to 3:59. If your Eevee does not evolve, try lowering its happiness by having it faint against a wild Pokémon, then max out its happiness once more during night and it should trigger the evolution. As for Sylveon, your Eevee must level up at Love Island while knowing a Fairy-type move. If you have any further questions, please let me know.

Though we can't be sure, it is a strong possibility. Unfortunately, there is no other way of obtaining Shoal Shells. Meaning, you cannot get a Shell Bell this way.
