Hello @DaktiloBey. After completing the Legendary Beasts quest and catching one of them, a new quest opens up. This quest is the Legendary Event Moves quest, which unlocks a tutor for Legendary Pokémon. This tutor will be able to teach Entei Extreme Speed, along with other moves. Goodra is one of the Birth Island Pokémon that do not require their Hidden Ability; thus, it can spawn with either Hydration or Sap Sipper. Though it may not be the desired ability, it is simply how it works. If you wish to suggest a change to Birth Island, please use the Suggestions subforum.
