Thats because Pikachu cannot learn Thief in Gen7. Pikachu is able to learn Thief in Gen8, as PRO is using Gen7 Data its unable to learn Thief.

You only need one level 100 pokemon with max happiness and your OT to get the mega bracelet. You could just catch a T1 pokemon like Magikarp or Pidgey and train it, which takes some effort but its a quest in an MMO, so I dont see any problem about that. Maybe you even have a Synchronize Alakazam ready to get the mega bracelet. You dont need OT pokemon for most of the mega quests and for the mega starter quest everybody has to train a new catch anyway. Thats just how the quest works.

Did you check if your Pikachu is holding the TM now? Click on your pikachu and check the little box on the top right of the Pokemon info.

You are not mentioning that top 25 PvP players are getting around 600-700 PvP coins every month. Those are basically at least 4 Reroll tickets. Getting rerolls via PvE content is basically there so people who cant achieve top 25 have a chance on getting rerolls too. Didnt know that there are a lot of people complaining to be honest. If you spend the time to play on multiple accounts you should be awarded in my opinion. Thats how an MMO works, if you spend more time than other people you should have an adventage. You cant do that because it would give people ending the season on top 25 an even bigger advantage as they are able to buy more reroll tickets with their rewarded PvP coins. Better rewards for playing PvP without managing to get top 25 would be appreciated though but I think PvP quests with some rewards are already planned. This got denied recently with a good explanation from staff. Source

Well its impossible to beat Cynthia with only Wobbuffet when she has the Skarmory as lead because Skarmory has no attack move. The other 2 sets should be pretty easy with reviving Wobbuffet though.

Yes Skarmory has Taunt, Stealth Rocks, Spikes and Roost. Also its a Mega Salamence: +2 252 Atk Aerilate Salamence-Mega Double-Edge vs. 252 HP / 252+ Def Wobbuffet: 510-600 (87.3 - 102.7%) -- 18.8% chance to OHKO. It still dies to the recoil after some revives though. I would recommend any fast Destiny bond user for Cynthia, simply dbond and revive it again.

You cant defeat Skarmory with Wobbuffet.
