Abandoned Pokemon have a higher shiny chance yea, dont know how much higher though. If I remember correctly NPC-traded Pokemon dont have an enhanced shiny chance.

There is no way to enhance your shiny chance. The chance for shinies through fossils or boss rewarded pokemon is doubled if I remember correctly.

You can relearn moves at the following places: Kanto - Cerulean City; Saffron City; Tutor Heaven Johto - Goldenrod City; Blackthorn City Hoenn - Slateport City marketplace; Sootopolis City Sinnoh - Snowpoint City and Hearthome City Eggs-moves are obtained via the daycare: Route 5, Kanto Route 34, Johto Route 117, Hoenn Solaceon Town, Sinnoh Four Island, Sevii Islands To unlock the daycare you have to beat Naero boss in Cerulean Cave.
