It is probably an issue with your wifi if you're able to enter with your mobile data but not with your internet. Have you tried clearing your DNS, using a VPN (like cloudflare), resetting your router and checking that your antivirus is suddenly not blocking it? I'm not a tech genius and a Staff member would probably help you out better, but these are some quick fixes to the problem :)

You can appeal your ban in the appeal section :) if you feel sorry about what you might've done and want your ban appealed. You have to level it up during night while holding the said item, not trade :) just level it up once at night with the Razor Claw and it will evolve!

If you want to evolve your Slowpoke to Slowbro, you only need to level it to 37. The Shellder thing is an anime only scene lol. To evolve a Mantyke, you just need a Remoraid in your party and level up the Mantyke. It will trigger the prompt to evolve. To get to the Unknown Place, just check the map below:
